Provide Alert capability in Omegamon/IMS Classic for TPIPE QCT

The current alert facility in Omegamon/IMS Classic does not have the capability to inform a user that a particular TPIPE has something queued in it. The QCT field in the /DIS TMEMBER TPIPE command is what we want to be trapped and reported on.
