Add cmake to Open Enterprise Foundation

Cmake is much easier to use than make and many would appreciate its inclusion. It can be hard to get zOpen into an enterprise environment, so it would be nice to be able to get cmake through OEF, then we can use it together with the XLC 2.1 compiler.
