Processing of annotations via an API

Now annotations can only be done via JSON files that are created in the build client and are preserved during the build process. The processing of the angelic annotations and the resources that then come from the IBM AD Analyze Client.

Consistant Db options

AD has the ability to use Db2 on zOS or SQL Server while DI has the ability to use Derby or Db2 UDB. Provide the same opportunity for Dbs across the entire product.
