    Provide CLANG scan-build tool on AIX for Open XL C 17.1+

    Provide the scan-build tool to front-end CLANG static analysis. This would greatly aide in migrating codebases from older versions of XL C to the new compilers. All compiler users on AIX would benefit.

    Ship as PDSE for performance
