Support for BIFF8 and higher EXCEL file format specifications in IBM Personal Communications.

Currently IBM PCOMM supports BIFF (BIFF4 and BIFF5) for Data Transfer utility and Copy operations. PCOMM has to be enhanced to support higher EXCEL file formats.PMR 22610,999,760 was converted to case TS003171311.
