The compiler should bracked %INCLUDE in the same way the preprocessor does

It should be possible for the PL/I compiler to resolve the %INCLUDE statements the same way as the pre-processor does, i.e. generate a /* BEGIN %INCLUDE xyz */ and /*?? END %INCLUDE xyz */ comment statement.
