Modify the RESP2 value for a successful WRITEQ TS to indicate whether the attributes specified on the request do not match the resulting queue. The NORMAL value for RESP would not be altered.

Move CONL to OPENAPI threads

Please consider moving transaction CONL and its alternates to an OPENAPI thread so that their processing does not impact normal CICS work. In general, we would like to see more CICS functions running threadsafe.
