The RFE is not in scope for CICS Batch Application Control (CBAC). The recommendation to accomplish this requested modification is as follows.
1. Make sure there are not (and will not be) any batch job steps for the CBAC batch request utility during this processing.
2. Shutdown the CICS region.
3. Run the FMU to delete, then add the file's CBAC file control record. You could also do the DFHCSDUP stuff during this time.
4. Start the CICS region. Assuming CBAC starts automatically when the region comes up by using the CBAC PLTPI program. If that is the case, override the normal CBAC startup mode by using the INITPARM to pass the parameter CICSSTARTMODE(UPDATE) to the CBAC PLTPI program.
The UPDATE option causes CBAC to not change the status of any files, regardless of what state they were currently in, or what state changes were made by the CBAC batch request utility while CICS was down. That is why it is important to make sure that no batch request utility job steps are run while CICS (and CBAC) are down. If some were run, the changes they made would be lost. The UPDATE option would result in CBAC "learning" what the file's new DSN is.
