Enhance CBAC CBKCLINK program with CICSPLEX support

A time-critical job, currently reliant on an in-house program using EXEC CPSM PERFORM for file operations, cannot be migrated to CBAC CBKCLINK due to lacks of CICSPLEX support.

When a PLEX LPAR restarts after maintenance, the current setup does not ensure the  file status is synchronize across the CICSPLEX regions, leading to service outage when task is routed to regions with incorrect file states (e.g., 'closed unavailable' or 'disabled').

Request: We need IBM's help to enhance the CBKCLINK program with CICSPLEX support.
