Configuration Manager should use the CPSM infrastructure if available

Currently, using CM to perform "install" operations for configurations that are CSD based (as opposed to BAS based) requires defining connections to all possible target regions for the installation operations and also running the CM agent code in those regions. When the CM server is running in a CPSM WUI server, having to create all this extra infrastructure is cumbersome and should be unnecessary. CM should instead be able to use the existing CPSM API and CMCI infrastructure to perform these operations, similar to the functions available to CICS Explorer.

    This has not been requested by any other CICS CM customer and they are happy with using the connections from the CICS CM server to the target regions and the CICS CM agent to carry out the installs. As a result we are not able to address this at this time.
