Delete SCHEME should have a FORCE option to ignore RI Check errors

The deletion of a Migration Scheme suffers RI Check failed because a
PSCHEME record references the Scheme. To delete the Scheme, you first must delete the related change packages. However, the customer may want to keep the change packages for reuse and now want to delete the defunct, aged and unwanted Scheme.

CICS CM provides no mechanism to do this. Probably the most simple
method of handling this is to add a <PROCESSPARMS><DELETE>FORCE or similar option. On the DELETE pop-up/confirmation window CCVPDELC (or a clone for Repository SCHEME deletes) include the processing parameter option.

Consideration should also be given to other Repository types that fail
RI checks to see if similar processing is appropriate. This must
include testing to verify what happens if the RI error relationships
exist and if any negative outcomes ensue (e.g. if a Config is deleted,
what happens when processing a SCHEME that refers to it?)

    If we did provide the FORCE option that would leave RI errors such that other resources relying on that resource would be unusable. Note that we provided additional functionality via APAR PH10584 to CICS CM V5.4.

    As such no other customer has raised the requirement for this FORCE option.
