Improve CICS IA messages to clearly state when collection is starting, pausing or resuming due to timer controls

User had configured CICS IA V5.1 collector DEFAULTS for interdependency collection only ,however when CICS IA started, it also started collection for affinity even though it was not requested.

The startup message CIU2258I showed HOUR OF DAY collection was specified as 'B' for BOTH interdependency and affinity.

The CICS IA documentation is not clear that the timer options override the default collector settings.

CICS IA should also clearly identify the reason in a message as to why either interdependency, affinity, or both are being STARTED, PAUSED, or RESUMED.

    Note that current releases of CICS IA - v5.3 and v5.5 provide messages in CIULOG to state which collector (AFFINITY, DEPENDENCY) has started.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    For recording keeping, the previous attributes were:
