I think your statement is correct and the solutions mentioned would be on the right track: "It is possible that the issue is that a user created a system event, or selected a CICS event, which was new in CICS TS 4.2 and tried to deploy this to a CICS TS 4.1 region, in which case we could look at this issue, and provide more tooling to prevent such a situation occurring. We are looking at options such as showing on a CICS bundle project the lowest release of CICS required to deploy that bundle into based on the event types selected, which would make the problem less likely to occur, and also at the bundle install time which is when the problem would occur, we are looking at better error messages." - Steve
Is this for the public download site for customers to use, or for an IBM internal site ? The business justification seems to be about debugging problems due to using wrong version of CICS Explorer - can you elaborate more on this please ? The latest version of the CICS Explorer, which is the one on the download site, is always going to be the best to use with fewer problems. It will connect to the latest versions of CICS, but it will also connect to the older versions of CICS, and should be the one that customers use.

Could you please provide more detail as the problem that occured, rather than the solution you want, which will help to work out the best solution.
