Requirement for CICS TS 5.1 compatability with z/OS 1.12

CICS TS 5.1 has recently been announced and we need to be able to install and execute this CICS release on z/OS 1.12 in order to be able to move to this release.

We are currently running CICS TS 3.2 and we have investigated moving to z/OS 1.3 first but we cannot do this in the time we expect end of support for TS 3.2.

It simpy does not make sense for us to have to order and install CICS TS 4.2 when 5.1 is now available.

Idea priority Urgent

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Transaction Processing
    Product - CICS Transaction Server

For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Transaction Processing
    Product - CICS Transaction Server

Hi Hans. I do agree with you. Sometimes it is possible for us to support more than one release and to make any new OS level exploitation optional. Usually we do support at least two releases of z/OS when we ship. However, it is not always possible to do this in an efficient way. On this occasion, mainly due to the hard prerequisite, but also partly due to the new z/OS schedule of two year releases, we were only able to support the latest version. In the future, we do intend to support more than just the latest version, whenever it is possible to do so. In the future, I am hopeful that the z/OS prerequisite will be less strict than it is in CICS TS V5.1.

I can understand IBM's concerns about CICS TS 5.1 and the support of a z/OS below 1.13. For me it seems to be a matter of the point in time now.
But basically I cannot understand why CICS development should be tied up at no possible choice with the latest operating system release.
There have often been CICS enhancements (i.e. storage protection) which have been postulated a certain z-hardware or z-software. This, for me is valid, as long as there is an option for an installation to choose the usage of a certain new CICS enhancement or not.
Not all CICS enhancements requiering hardware or z-software will and can be used by every installation. But there will be a number of other CICS enhancements, without hardware and z-software requirements, which then also could not be used.
This should, for my opionion, be a basic consideration in CICS development in the future. To let more installations take part in using the latest CICS release features for THEIR specific installation.

IBM has considered and rejected this requirement. IBM does not intend to build a version of CICS TS V5.1 that will execute on z/OS 1.12. This decision has been made because z/OS 1.13 is a hard prerequisite. CICS TS V5.1 exploits new functionality, in particular measurement of specialty processor CPU, z/FS shared file performance improvements and  z/OSMF capability used by CICS Explorer.

IBM has announced two statements of direction that should help customers with their planning decisions. IBM plans to support direct upgrades from z/OS V1.12 and V1.13 to z/OS V2.1 with full coexistence, migration, and fallback support. Additionally, IBM intends to continue to support both CICS TS V3.1 and CICS TS V3.2 until at least third quarter, 2014. Once CICS TS V3.1 and V3.2 end of support is formally announced, there will be an option to purchase a fee based support extension for at least an additional two years.

    Hello Hans,
It is worth making the point that this is not just a case of CICS changing one test in CICS startup from z/OS 1.13 to 1.12. The decision to pre-req 1.13 was made eighteen months to two years ago and changing it now would have major ramifications.

The product would have to be rebuilt against z/OS 1.12 macros and retested. z/OS macros have to be upward compatible, they don't have to be backward compatible, so running code generated with z/OS 1.13 macros on 1.12 is unsupported.

Next we would have to address those parts of CICS reliant on 1.13 function, including the zaap/ziip cpu measurement. There are also implications for LE, for zFS files, for EXplorer's use of z/OSMF and for 64bit storage exploitation.

This RFE should really be supported by all installations! Regardind Cheryl Watson's "Hot Flashes" from August 2012 there are only 30% of all installations on z/OS 1.13. Only 28% are using a zEnterprise 196 maschine. IBM says in Statement of Direction 212-086 for z/OS 2.1, that the migration to z/OS 2.1 will be possible from z/OS 1.12 and from z/OS 1.13. From the standpoint of CICS developement there should be no dependancy for CICS TS 5.1 to z/OS 1.13 also because only a minor part of all customers are already on z/OS 1.13.
