Provide ABSTIME format EIB Date/Time in EIB with task start

Provide ABSTIME format date/time at CICS transaction startup along with EIBDATE/EIBTIME. This could eliminate several ASKTIME calls that are issued not only by one or more application programs in a task but also by several of our TRUE/GLUE exits that also issue an ASKTIME at CICS task start. Our performance team has "the world's longest PMR" open for "Excessive CPU for SVC11" and having an ABSTIME format could eliminate many of the individual ASKTIME commands issued.

    For recording keeping, the previous attributes were:

    This requirement has been re-evaluated.  Looking at current plans, it is not likely to be implemented in the next two CICS TS releases, so correspondingly this requirement is being rejected. You have an opportunity to resubmit in eighteen months time if you wish it to be reconsidered then.
