Its not expected that you should see an AJ04 for LINK requests to a JVM program during a JVM server disable/enable lifecycle, so can you confirm more details about the scenario as follows:
    1. Is this during startup with a group list install
    2. Is this also during a CSD group install
    3. If so what resources are being installed (JVMSERVER, BUNDLE, PROGRAM, TRANSACTION etc) and in what order
    4. Which CICS TS version is being used
    5. What is the desired outcome, as behaving as if the CICS region is inactive would cause incoming LINK requests to fail with an appropriate response

Also if a PMR was raised for this RFE please add the details.
