CICS as a HTTP client, how to use one fixed logical customized IP address for outbound?

The customer has a CICS region acting as a "HTTP client ". It is working as a client and it is doing a HTTP request to an external server. Customer would like a way to access and customize the origin IP address within CICS (acting as client) and send the customized IP address to a server. Customer would like an alternative without using the XWBOPEN exit.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Transaction Processing
    Product - CICS Transaction Server

For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Transaction Processing
    Product - CICS Transaction Server

This is a known scenario that when CICS binds to inaddr_any the source IP address that is used for outbound sockets is not controllable by CICS. This is often an issue for accounting or  firewall security purposes (as per this example). To address this Communication Server V1R8 provides the 'source IP address affinity function', which provides a simple way to configure the IP stack to select a source IP address, based on the job name and optionally the destination IP address. This function was made available in V1R8 and is documented at http://publib.boulder.ibm.com/infocenter/zos/v1r11/topic/com.ibm.zos.r11.halz001/f1a1b49110.htm

This requirement is being rejected as CICS TS it is not controllable by CICS and should be addressed by the Communications Server capability explained above.
