CICS Transaction Server needs to support requesting a refresh of the performance block for long running inflight tasks after a VARY WLM,ACTIVATE | REFRESH command is issued.

User is running CICS Transaction Server V1R3M0 had has several long running tasks which process MQSeries message queues and issue dynamic non-terminal EXEC CICS START requests. The CPSM DSTRPGM program EYU9XLOP is passed the WLM service class token from the performance block associated with the task issuing the EXEC CICS START request. If the MVS service class is updated and the user issues a /VARY WLM,polnam,ACTIVATE command to activate the change in the WLM policy for the service class, the performance block associated with the long running task issuing the EXEC CICS START requests is not refreshed. Each START request is passed to the DSRTPGM with field DYRSRCTK containing a now invalid service class token as the MVS VARY WLM ACTIVATE command has refreshed its WLM GOAL structures. When this invalid service class token is passed to EYU9XLOP as part of the distributed routing process, the transaction must be classified using the service class token. The CPSM transaction classification method WTCL issues a IWMWQRY macro which ends with return code 00000008 and reason code 080D indicating an invalid service class token.
