The behaviour doesn't seem right - we try to route to dozens of AOR regions and can't execute in any of them due to a security violation, and then finally abend in the TOR because the program isn't defined?
We can try to address the application library issue but we have "middleware" programs that are defined to the same application libraries, so we can't easily remove them without restructuring our endevor environment. The easiest solution is to live with the invalid SYSID, which is also not an intuitive solution.
We have no plans to have an option to prevent a dynamically routed program running locally. If you don't want the program to run in the TOR, don't put the application libraries in the TOR.
