Resource assignments support all CICS definitions in BAS. There are some specific capabilities for installing FILE, TRANSACTION and PROGRAM remotely, which may be the source of confusion.
BAS was not designed to deal with situations where a customer would have multiple resources with the same name for different applications. It is possible to achieve this resource assignments, or by sticking with the CSD or using CICS bundles.
We have no plans to support this in BAS.

1. I've introduced version control feature and resource assignment function to the customer. With version control feature, customer can define multiple resources with the same name. However it's still CICSplex level definition, it's not quite easy to maintain the resource definition for one specific application in the GROUP level. For the resource assignment, it's one flexiable way to overwrite attributes of one resource during the installation, however it is not quite easy to maintain for large system like BOC, and currently resource assignment only support FILE, TRANSACTION and PROGRAM.
2. The customer just migrated their system to CICS V5.1 in Sep 2012. Currently they don't have any plan to upgrade their system.

The first way to support this in BAS, is to use BAS definition versions. They provide up to 15 versions of the same resource (with the same name) but different attributes. You can also select a specific version of the resource in resource assignments. The only slight difficulty with this is that you need to remember what version goes where. This can be alleviated by using the description field if you want to provide detailed information.
The second way is to take advantage of the resource assignment overrides, to rename the resource as it is installed. That is you would define a TRANDEF called TEST and perhaps rename it to DEMO in the overrides for the installation.
If the customer is at or heading towards CICS TS V5.1 and just considering this migration, it would be wise to a least consider using the CICS cloud. This will allow the same resources to be defined (into bundles) and those bundles can then be deployed as required. We don't currently support all CSD resources in a bundle though, so the customer would have to bear that in mind.
