    Having dynamic cushions as described in this requirement would not really help in short on storage situations. It is the extents and hence the DSA as a whole and not the individual DSAs  that is the overriding consideration factor in short on storage situations. In a sense one could take the view that every DSA that encounters the short on storage condition is innocent but gets flagged as the guilty party simply because he just happened to ask for some more storage, but it's the whole DSA that's being depleted. Implementing the suggested design change would not really help the SM short on storage design and we have no plans to address this.
