OTE long running transactions do not get clocks reset at MNFREQ intervals

The customer is migrating to CICS TS 3.2 where the MQ BRIDGE is part of CICS. The MQ THREADS are running on L8 TCB's. The customer has MNFREQ set to the default 15 minutes, but his CPU TIME for the transactions are never getting reset. This causes his monitor package (OMEGAMON) to urge the transaction due to excessive CPU. APAR PK78528 has been taken for correcting the description of the MNFREQ parameter description, to warn users that MNFREQ is not honored on L8 TCB's.
