Update IBM z/OS CICS related product message manuals to include WTO route and descriptor code information.

In order to provide proactive incident notifications, enable automatic
ticket creation and ensure either a human or automated operator is aware
of "actionable" z/OS CICS related product events, we need to ensure that
all product provided actionable notifications (currently indicated by WTO
descriptor codes of 1, 2, 3 and 11) are documented in the various product
message manuals. That way, the customer can proactively provide the
appropriate incident notifications and associated actions (which vary by
customer and may be tailored by event) to their operational/technical
support center (either human, automated or a combination of both)
proactively. Otherwise, each customer must experience each actionable
event at least once before the appropriate notifications and actions can
be documented in whatever form the customer's installation requires. The
lack of this information can cause elongated service response times as the
actionable event may not be recognized as such early in the event
lifecycle. For companies working towards implementation of a best
practices service management standard, such as ISO/IEC 20000 (ITIL based
IT Service Management standard), the ability to obtain this information
easily from vendor provided product documentation will help to lower the
total cost of ownership (TCO) for the specific vendor products, improve
service/product availability and provide another marketing advantage for
IBM.

    This requirement has been re-evaluated. Looking at current plans, it is not likely that this would be implemented in the next two CICS TS releases, so correspondingly this requirement is being rejected.
