There is no way to limit the size of AIDs Chain

Provide a CICS parameter or any other approach to limit the number of AIDs existing in a CICS region, i.e., when the chain of AIDs reaches this size limited by the specified or a given value, CICS stops to accept START TRANSID, perhaps, with a return code for this API. This will prevent more AIDs be stuck in the chain of AIDs, which causes the unavailability of the CICS because CICS region must be recycled to get rid of this condition.

The customer prefers the approach of this current RFE, because it could be more effective request than the one reported in RFE 97641 opened at Nov, 23.

The answer from the customer for the develpment question is:
"This is due to the characteristics of the application that needs this connection to send back later data to this terminal. This relationship is permanent. If you want more details please tell us and we can setup a conference call to provide any additional details."

Please can you explain why the started transaction needs to start at the same original initiating terminal? is it because the request data is somehow connected to the terminal? How permanent is that relationship given that you seeing additional requesters ahead of the started tasks.
