This requirement is satisfied by CICS TS 5.2 which is generally available from June 13th 2014.
CICS TS 5.2 addresses the requirement to limit the number of copies when backing out changes in a different way. Multiple versions of an application can now be supported with the ability to switch back to a previous version of an application. It removes the need to work out which programs needed newcopying.

To address the requirement to limit the number of copies when backing out changes, we would address this a different way. We are looking into the ability of supporting multiple versions of an application. If this were the case you could flip back to the previous version of an applocation and not have to work out yourself which programs needed newcopying.
