As well as via apar PH09898 on previous CICS TS V5 releases, this RFE is satisfied by CICS Transaction Server for z/OS V5.6 which is Generally Available today 12th June 2020. The security check parameter SURROGCHK has been removed from DFHXCOPT. It was introduced in CICS TS 1.1 as a migration aid from CICS ESA 4.1.0 as there was a change in behaviour.
EXCI will now always perform a surrogate security check.
This RFE is also satisfied by CICS Transaction Server for z/OS V5.6 which is announced today 7th April 2020 and which has a planned availability date of 12th June 2020.

EXCI will now always perform a surrogate security check. If you still need the ability to specify SURROGCHK=NO then you will need to request a usermod from IBM support.

As this is a very specific configuration, I think that your suggestion about an enhancement to QUERY SECURITY would be the best way to implement the requirement.
This is something we would like to address in a future release.
