Add SIT parameter ARM=YES/NO to control registering with ARM on startup

During initialization CICS registers with ARM automatically, because CICS needs to know whether it is being restarted by ARM and, if it is, whether or not the restart is with persistent JCL.

However, some facilities do not use ARM at all. In this case, automatic registration is redundant.

Additionally, when CICS is terminated abnormally, subsequent registration with ARM may fail, resulting in error message DFHKE0408 which prompts for operator reply ASIS or AUTO and stalls CICS on startup. Shops that specify START=COLD in sIT may experience this inconvenience frequently.

This proposal is to allow system programmer control over automatic registration with ARM, through a new SIT parameter 'ARM' with default value YES (automatically register with ARM on startup) or NO (do not register with ARM on startup).

    A SIT parameter to control ARM registration would not be sufficient because we must ensure that if register takes place then a deregister also takes place and this might not occur if we just had the SIT option. There is no catalog mechanism available at the point where/when CICS would attempt registration (and the suggested SIT option approach might have been changed across startups so a catalog mechanism really needs to be used).  Looking at current plans, it is not likely that this would be implemented in the next two CICS TS releases, so correspondingly this requirement is being rejected. You have an opportunity to resubmit in eighteen months time if you wish it to be considered then.
