CICS Unix created files - control permissions and owner allocation

Allow the configuration of CICS to include the ability to control the Unix file permissions, owner, and file size before the file allocation occurs.
In our system, the CICS region ID and users are in a separate RACF security group. Since the CICS system staff has to have control of the CICS region datasets, we would like to be able to control the allocation values. In the case of CICS allocation of java work files, the permissions used make it difficult to read/write these files. One way would be new values for system initiation such as USSPERM AND USSOWN.

    CICS TS 5.3 introduced the JVM server UMASK and is documented here https://www.ibm.com/support/knowledgecenter/SSGMCP_5.3.0/com.ibm.cics.ts.java.doc/topics/dfha2_jvmprofile_server_options.html

    IDZ/z/OS Explorer RSE daemon also now supports setting of the UMASK via their variable _RSE_UMASK, this is documented in this APAR https://www.ibm.com/support/pages/apar/PI73481 and can be used for CICS Bundles exported to zFS

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - Transaction Processing
    Product - CICS Transaction Server

    For recording keeping, the previous attributes were:

    Product family - Transaction Processing
    Product - CICS Transaction Server

    This could be helpfull for use of Java in CICS (CICS Bundles) with deployment over the CICS Explorer. If a development provides a new bündle into a uss Directory, eventually CICS could not instell or enable the CICS bündle because the permission bits were set from this development user.
