Update to CICS Transaction Dump processing to remove QR TCB constraint

Writing to the CICS Transaction Dump data sets is currently done under the QR TCB. This can sometimes be a long running operation, and can hold the QR TCB for some time. Could CICS be enhanced to offload this processing to another TCB?

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - Transaction Processing
    Product - CICS Transaction Server

    For recording keeping, the previous attributes were:

    Product family - Transaction Processing
    Product - CICS Transaction Server

    EOV processing on its own could not be separated from general processing and moving all dump processing off QR would involve a very significant amount of TCB switching when a dump is taken. We have no plans to address this.
