Remove settings for APPLID in CICS IPIC connection

Customer requests simplification of IPIC connection so that APPLID is not required. In this case, the connection will not be dedicated to one region and will be more HA. In customer's scenario, they have several TORs on z and AORs on Txseries. Currently when build IPIC connection, the AORs and TORs are matched using PORT and APPLID. So if one TOR on z is down the request from AOR on Txseries will not be routed to other region.

APPLIDs are the unique key to identify IPCONN resources within CICS TS. We choose to use them because they allowed an easy migration path for SNA CONNECTIONs to IPCONNs. There is no intention to remove a reliance on them in the future. This RFE is being rejected.

This requirement appears to really asking for a port sharing solution for IPIC. This is covered by RFE 24351. Please review RFE 24351 and add any appropriate comments.
