CICS TS already has this capability. If you specify standbymode(reconnect) on the DB2CONN definition, it means if DB2 goes down, it drops in standbymode and initiates reconnection.
So for example if DB2A and DB2B are in DB2 data sharing group GRP1 and you specify GRP1 as the DB2GROUPID parameter on the DB2CONN definition, the CICS uses DB2 group attach and will connect to whatever member is active on the LPAR, so lets says this is DB2A.
If you then bring up DB2B on the same LPAR and STOP DB2A, then the CICS-DB2 Attach automatically will drop into standbymode and will reinitate a group attach and will connect to DB2B.
When you've finished applying maintenance to DB2A if you bring it up and shutdown DB2B, then CICS will automatically reconnect to DB2A
