This RFE is satisfied by CICS TS 5.3 which is generally available from December 11th 2015.
Threshold policies have been enhanced in CICS TS 5.3. You can define a threshold policy for the number of IBM MQ requests issued by a CICS task.

It would be interesting to know if there needs to be a policy for a particular API call, ie GETs versus PUTs, or would a single policy on the number of MQ calls made by a task be sufficient?
This is a candidate for inclusion in a future release.
