CICS retry to connect TCPIP during startup automatically or as configured

After an IPL, TCP/IP and CICS are started. A CICS region fails to connect TCP/IP during this startup since TCP/IP is not completely initialized. This results in those resources unable to start.
CICS should be able to handle this by restarting the connection automatically or through configuration parameters.

CICS opens TCPIPSERVICE automatically after a TCP/IP restart. Available with z/OS 2.5 and higher, ENF event code 80 signals when a TCP/IP stack and its extended services have been fully initialized. CICS can now respond to ENF 80 events and automatically set the TCPIPSERVICE status back to OPEN if it was set to CLOSED as a result of an outage of TCP/IP. Support is provided in CICS TS 6.2 which has been announced and will GA June 14th 2024.

CICS Development: This is something we would like to address. The Idea is being moved into 'Planned for Future release' status.
