CICS Counter API needs ability to list counters defined

The CICS Counter (and DCounter) APIs, give users the following commands:

DEFINE COUNTER and DEFINE DCOUNTER
DELETE COUNTER and DELETE DCOUNTER
GET COUNTER and GET DCOUNTER
QUERY COUNTER and QUERY DCOUNTER
REWIND COUNTER and REWIND DCOUNTER
UPDATE COUNTER and UPDATE DCOUNTER

But there is no mechanism within CICS to list all the counters currently defined, but it can be achieved by issuing a modify command of "D Counter" to the server itself.

Without the ability to determine the defined counters the application either has to have a mechanism to record elsewhere or the reporting process has to determine the list through some external means.

Both of these add complexity the application code.

Determining the defined counters via a batch job requires the job to run under an id able to issue operator commands or writing a batch program to communicate with the server directly. Both additionally have the need to be kept in step with any changes in the CICS default Named Counter Pool and DFHNCOPT table.
