Force CICS to come up INITIAL with new Catalogs

If we have START=COLD, CICS tries to start with COLD even with new Catalog datasets. And it produces WTOR because it cant come up COLD with new Catalogs.

Request is to force CICS to INITIAL start with New catalogs irrespective of START value of the region.

    We have assessed this requirement. We have no current plans for this to be implemented and so this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.

    An alternative is to use START=AUTO and use the DFHRMULT utility to override the AUTO to INITIAL

    We provide capability to override START=AUTO to an initial start when using new catalogues. See https://www.ibm.com/docs/en/cics-ts/5.6?topic=dfhrmutl-setting-initial-start-without-operator-intervention

    You can also use DFHRMUTL to overide an auto start to a cold start using AUTOCOLD. See https://www.ibm.com/docs/en/cics-ts/5.6?topic=dfhrmutl-specifying-parameters

    Alternate is for CICS to support publishing WTOR when new CATALOG dataset(s) detected in other than INITIAL start and allow a response to convert start to INITIAL. As all shops have automated operations tooling that can be used to answer the WTOR, thus enabling the startup to be successful.
