Disable CICS in PARMLIB member IFAPRDXX Merged

We have a very big environment with several systems in each of ourr SYSPLEX.
We have a business need to separate the kind of workload that we run on each LPAR and we decided to start their CICS environment only in one LPAR.
To avoid that, by mistake, someone can start the CICS environmnet or run a batch program in the wrong LPAR we need a way to control that any CICS module can be called from the wrong LPAR
We need to add into IFAPRDxx PARMLIB member the possibility to DISABLE CICS in one LPAR of the SYSPLEX and ENABLE it in the others.

    Generally the IFAPRDXX is shared by the lpar in SYSPLex, hence I believe it may be difficult to add a field to place a status as enable/disable. However I wish the startup of the CICS regions per lpar can be controlled via automation instead.
