Issue DFHSI8431 equivalent message during second-stage startup PLT processing

When multiple second-stage startup PLT programs are specified, there is no way to track progress through the list unless the programs issue their own console messages. Diagnosing issues that happen during this stage can be difficult without knowing how far CICS has progressed. Having CICS issue a console message similar to DFHSI8431 (except saying "second stage" instead of "third stage") would be helpful. Since TD would not be available at this stage, the message would have to be sent to the console and/or DFHCXRF.

    CICS Development: Having accepted this requirement, looking into it closer, it is clear that it should not have been accpeted because the functionality already exists and has done so since CICS TS V4.

    CICS issues message DFHSI8421 for second-stage startup PLT processing which will be redirected to DFHCXRF.
