Automatically SET WLMHEALTH IMMCLOSE at the beginning of shutdown process

During AOR is shutting down, there is a small time window when TOR still routes transaction to this AOR and then causes AZI2 abend and DFHAC2007 message.

The Documentation indicates we could initiate a cool-down process by using the SET WLMHEALTH CLOSE command. However, we think it could have been integreted into the shutdown process. The manual shutdown will be more graceful if CICS automatically SET WLMHEALTH IMMCLOSE at the beginning of shutdown process.

    This functionality already exists. For CICS TS 5.5 & 5.6 with APARs PH15716 & PH25718 applied, CICS shutdown will SET_WLM_HEALTH IMMCLOSE, so health goes straight to 0. For CICS TS 6.1 the code is in the base.
