Introduce TCP/IP Ping capability into CICS API

If a task running in CICS attempts to connect to a server over TCP/IP, for example using EXEC CICS WEB OPEN, this will fail quickly if the target system is reachable but there is no listener on the target port or any handshake fails. However, if the target system is down or unreachable for any reason, the command will not timeout until the transaction's DTIMEOUT value is reached. While this could be defined to a low value, requests waiting for data to be received using CICS CICS WEB RECEIVE or commands accessing other resources, for example files could be adversely impacted.

Having the ability to perform a "ping" of the report system would avoid this problem. Potentially, if so desired, a list of available systems could then be maintained by a separate user application.
