Method to allow users to issue CEMT SET yet not CEMT PERFORM

We have promotion software which will be used to issue CEMT S PROG(*) NEWCOPY.   In reviewing the RACF resource classes for CEMT,  UPDATE access is required to issue CEMT SET.  However, it appears that UPDATE access to CEMT also allows CEMT PERFORM.  We would like a way to further restrict or limit CEMT subcommands (allow CEMT SET but not CEMT PERFORM). 
 

The CICS change team reviewed this request and suggest an Idea.  Currently, the CICS module DFHXSRC converts SET and PERFORM into UPDATE and passes that to RACF as the access level required.
