CICS System Policy for Extra Partition TDQ WRITE output, to detect large output TDQ; there is one at Task Level

We have several output TDQ's that get filled with Millions of TDQ Writes; fills up JES Spool; get paged to Close/Open TDQ to SPOOL off.

We have PLT process to do this at Midnight; but now they are filling at arbitrary times; we get paged with alert of JES filling.

According to CICS IBM Documentation we can't add a DDName with SPIN Parameter

So, being that Midnight PLT is now insufficient; SPIN can't be used and Pages are rather annoying I'd like to try a CICS Policy. Task Policy TDQ Write Rule is available, but need one at System level.

"If ANY TDQ WRITE # > 1M: Action run tran FLSH". FLSH, will Close/Open flushing the TDQ to our archive process.

In CPSM, the # WRITE / READ counts is available in the CPSM Extra Partition TDQ Statistics; we could write a Long running PLT heartbeat transaction that uses CPSM to periodic evaluate TD Count to flush; but would like to get fancy and try CICS POLICY.

Presently, we have no Policies running and would like to demonstrate this one as simple use case.
