make program EYU9XSTR Threadsafe,

We are trying to reduce Threadsafe TCB swapping; we are QR TCB constrained.

In trace I notice that EYU9XSTR causes a TCB SWAP L8 to QR; see trace below,

I notice an old RFE from Circa '18 to have this done; was not considered at that time; I'd like to raise it again as a possible performance improvement.
