Allow cicstags.yaml code to exclude DFHHC0801W for CICS_CAT3_CONFIGURATION

After upgrading to CICS TS 6.1 these messages would come out in the JESMSGLOG every 30 minutes when the zOS health checker runs:

+DFHHC0801W CICSX0 Transaction CESF does not invoke program DFHSFP. 
+DFHHC0801W CICSX0 Transaction CESL does not invoke program DFHSNP. 
+DFHHC0801W CICSX0 Transaction CESN does not invoke program DFHSNP. 
+DFHHC0801W CICSX0 Transaction CSGM does not invoke program DFHGMM. 

The zOS person set the CICS_CAT3_CONFIGURATION to INACTIVE(ENABLED) which did not help. Then they even DELETED the CICS_CAT3_CONFIGURATION and the DFHHC0801W messages were still coming out in SYSLOG and CICS JESMSGLG.

I then tried to exclude by updating the cicstags.yaml code but when I manually added the excludes it issued DFHPA2204E that line 141 of the cicstags.yaml file is not valid. A closer look at the documentation I noticed that the CICS_CAT3_CONFIGURATION checks are not listed as a health check that can be excluded.  

At this time the only way to exclude is to use the XMEOUT exit.  Which does work but why not allow via the new yaml file?  

This would definitely save time for those upgrading to CICS 6.1 and using ACF2.

    Support is provided in CICS TS 6.2 which has been announced and will GA June 14th 2024. The DFHHC0801W message will be issued once per transaction for a run of CICS.

    I agree upon this should be included as soon as possible as it is problematic when error messages occurs.
