Need ability to link CICS WLM Quiesce status to zOS WLMHealth

When a CICS region is quiesced in CICS Plex System Management Work Load Management, the region is seen as unhealthy by CICSPlex System Management so it will be much less likely to to route work to it from other CICS regions in the same CICSPlex that are workload managed.

However, work being sent to the region from outside the CICS environment - for example via Sysplex Distributor and VTAM Generic Resource or from Message Queuing (so using a CICS MQMonitor) and will not be effected by this change and will continue to route work into the region. I have not checked, but suspect, in a busy environment work routed to the region via these routes may even increase as the region would be processing no requests from CPSM WLM controlled routers.

This can be manually mitigated by setting the WLMHEALTH of the region to "Closed" or "Immclosed" but it would much easier if this was performed by CPSM as part of the region quiesce processing.

To preserve existing behaviour, if desired by the user, this could, IMHO, be achieved in the following ways:

* An option on the command to quiesce the region in CPSM WLM to also close the region's WLMHealth.

* An option on the region's definition in CPSM - like other WLM options for a region these values could be inheritable from the CICSPlex or from the CSPM Workload but that may be more complicated as a region can be a router in on workload and a target could be in multiple workloads.

Conversely, setting a CICS region's WLMHealth to closed will already be honoured by CPSMWLM so implementing this change makes the two sides of the coin consistent.
