Add Date Time offset fields to SMF 110 record header

With the growing customer need to load SMF data into analytical tools, the requirement to align and associate the various records from multiple time zones using date and time is becoming more critical. The lack of date time offset values in the some SMF 110 record subtypes makes timestamp based record alignment cumbersome or impossible.

Currently, the CMF (SMF 110.1) record contains SMFMNTAD, SMFMNLSO and SMFMNDTO fields, allowing the alignment of CICS transactions from various time zones or across DST. However, the Statistics (SMF110.2) and other SMF 110 subtypes, lack time zone offsets, thus make it difficult to achieve records alignment.

Providing time zone offset values in the SMF 110 record header would facilitate the alignment of the SMF 110 records with each other as well as other record types, thus aiding performance monitoring and problem analysis.

Just as a side note, providing the time offset could eliminate the need to provide both the GMT and Local timestamps in Statistics records, e.g. File Control Statistics (067).
