CICS Policy: Add new System Rule to monitor LU62 connections.

CICS policies currently have the ability to monitor and perform action on MRO and IPIC connection status but lacking the ability to monitor LU62 connection which RTA has the capability of doing so. We have business application that still rely on LU62 connections, and it would be beneficial to replace our RTA events to policies.

    CICS Development: APPC support in CICS is functionally stabilised, we have no plans to provide policy support for APPC connections. This Idea is being declined.
