Populate CICS statistics fields A17LCLST and A17GCLST with file close time for closed files.

CPSM Local Files view always shows all zeroes for "GMT file close time" and for "Local time file was closed" for closed files.  This is because CICS statistics fields A17LCLST and A17GCLST are always zeroes when file statistics are extracted.  They are also zeroes when file statistics for EOD and INT and REQ and RRT are written to SMF.  A17LCLST and A17GCLST contain the file close time only in the USS File Statistics record written to SMF when the file is closed.

CICS Explorer always shows zeroes for file close time for closed files.

Any program that uses EXEC CICS COLLECT STATISTICS or EXEC CICS EXTRACT STATISTICS to get file statistics always finds binary zeroes for A17LCLST and A17GCLST.

It is confusing and unhelpful that "File close time" is always zeroes. 

Desired result:  A17LCLST and A17GCLST always contain the file close time for closed files so that CPSM WUI File view and CICS Explorer File view always show the time the file was closed for closed files.
