Option to send message DFHMP* to syslog/consoles when policies are triggered

Currently, messages DFHMP* issued when a policy is triggered are sent to CSSL via CMPO TD.

To send them to syslog/consoles, we need to use XMEOUT exit.

It should be interesting to have an option in rules part of policies to send them to syslog/consoles.

Usually, messages issued are automated and it is easier to do that when coming from syslog/consoles
