Allow use of CICS Security Discovery tooling without extracted Metadata

When trying to use the CICS Security tools added to CICS Explorer, nothing can be achieved until an sdd file created by extracting data from RACF.

If for any any reason such a file cannot be created, none of the tooling can be used.

IMHO, the tooling should allow Discovery Data to be loaded without having loaded extracted RACF data first but a couple of "compromise" options in order of preference are to tell the tooling to use an internally held dummy file or provide a dummy file for the user to load.

    This idea is being declined. Most of the features with the security discovery editor rely on data from the ESM (RACF) as an authoritative starting point. The SDD file provides additional runtime usage observations on top of those extracted ESM definitions.
