Add an utility or a message code to make CEDA alter messages manageable to be sent to SYSLOG

We were looking into a way of tracking any changes done (specially in CEMT and CECI) parameters using CEDA. To guarantee that their parameters are only updated through change records, and alerting if the transaction (or any other resource) parameters are updated.

Currently, when we alter any CICS resource using CEDA a message is written to the MSGUSR output with a BEFORE and AFTER status of the updated parameters
However, these messages do not contain a DFH* message code associated with it making it not addressable for XMEOUT exit to transfer it to the SYSLOG. There is also no utility to extract these messages other than a manual workaround of extracting the CICS output and writing a CLIST or REXX to treat the output.
